Forever Hardcore: safe-spot warnings, Legacy perks and Mak'gora plans

Blizzard's Hardcore panel at BlizzCon on Sept 13 filled in how permadeath will work in WoW Forever. Hardcore still won't be there at launch on Nov 4, 2026, and Blizzard doesn't have a date for it yet, but the design is taking shape. Wowhead liveblogged the panel and Warcraft Tavern wrote it up.
One fix is aimed at world refreshes. Forever has a new system where you confirm you're in a safe place before the world refreshes around you, instead of it just happening wherever you stand.
Dying still ends a Hardcore run, but not the character. It can move to any of the other rulesets: Normal, PvP or Roleplaying. In Classic, the only option was a PvE realm.
The Legacy system is meant to matter most on Hardcore. The panel described it as working a bit like a roguelike: progress is shared across your account, so a death still leaves something behind, and Hardcore will get its own Legacy challenges and perks. New rares and improved dungeon and quest rewards give Hardcore players fresh things to chase too.
Mak'gora, Hardcore's duel to the death, is on the list as well. Josh Greenfield said the team is thinking about ways to run Mak'gora tournaments, possibly with a dedicated space for them, but nothing has been announced.
